MSBA's Officers' Workshops are scheduled for Feb. 5 (Bemidji), Feb. 7 (Mankato) and Feb. 9 (St. Louis Park). Topics include the following: unusual voting requirements, parliamentary procedure, conducting board hearings, the open meeting law, organizing effective meetings and more.

Position open until filled.ADMINISTRATIVE MOVES Sheldon "Shelly" Johnson is the interim superintendent at Lakeview through June 30.STATE LAW AND CAUCUS DATES The statutorily designated caucus date is March 4, 2008. According to law, districts are not allowed to have meetings or activities after 6 p.m. on March 4. However, the political parties have announced plans to hold caucuses on Feb. 5, 2008, instead of March 4.
MSBA has consulted the Secretary of State's office and learned the following:- Districts should follow the meeting and activities restrictions on March 4 regardless of the decision to change the caucus, because the restrictions are in law.
- There is nothing in law requiring districts to adhere to meeting and activities restrictions on the new caucus date (Feb. 5), but district officials may want to voluntarily avoid activities/meetings in an effort to promote civic engagement.

The Minnesota Association of School Administrators, Resource Training and Solutions and Springsted Inc. are presenting "School Finance Elections: A Comprehensive Planning Model for Success." Sessions are offered Thursday, Feb. 21 in St. Cloud or Friday, Feb. 22 in St. Paul. For more information, go to www.mnasa.org. The workshop will be beneficial to districts planning an initial bond or operating levy, or to those coming back for another try after losing an election.
The Minnesota School Safety Center is holding a conference for administrators, board members and others involved in school safety efforts. The event is Feb. 20-21 in Brooklyn Park, and MSBA is a co-sponsor. Keynote sessions include, "National Trends in School Safety" and "U.S. Secret Service and U.S. Department of Education Safe Schools Initiative." There are also many breakout sessions. Watch future editions of the Caster for more details.BEST PRACTICES REVIEW TOPIC SELECTED The Office of the State Auditor is responsible for conducting Best Practices Reviews of local government practices in Minnesota. The Topic Selection Advisory Committee for the State Auditor's Best Practices Reviews met this past fall. The Committee decided that the Best Practices Review topic will be Reducing Energy Costs in Local Government. Reducing energy costs will help local governments reduce operating costs. For school districts, reducing energy costs has the potential to have a positive impact on the general fund.
The Auditor's Office is aware that many good energy-efficiency projects have been implemented by local governments in Minnesota. Office staff also know of entities that would like to implement energy-efficiency projects, but they need information and the benefit of the experience of others to make sure they are making informed decisions.
