Springsted, MSBA, Service Cooperatives Offering MNTAAB Cash Flow Borrowing

Much discussion is being given to the potential delay in state-aid payments for school districts. It is widely anticipated that delayed receipts could impact school districts as early as March 15. Springsted, as financial advisor to the Minnesota Tax and Aid Anticipation Borrowing (MNTAAB) program — along with its sponsors, MSBA and the Service Cooperatives — is prepared to offer an aid anticipation certificate timed to deliver funds to districts on or prior to March 15.
We encourage all school districts to prepare cash flow projections and an application to determine if you will need to borrow in the event aid payments are shifted. In the event a shift does not occur, you will still be able to withdraw your application.
Note: Time is of the essence. Some of the key dates for district action include:

  • Feb. 5: Return completed application materials to Springsted
  • Feb. 8 through Feb. 19: School districts adopt resolution and complete the Minnesota Credit Enhancement Program Applications
  • March 3: Signatures required
  • March 15: Funds delivered to school district
  • September 10: Certificates mature
